Electronic Health Records (EHR)

A key provision of the American Recovery and Reinvestment Act of 2009 (ARRA) has gone into effect. As of January 1, 2014, all public and private healthcare providers and other eligible professionals (EP) must have adopted and demonstrated “meaningful use” of electronic medical records (EMR) in order to maintain their existing Medicaid and Medicare reimbursement levels.
The (ARRA) also includes financial incentives, which began in 2011 and will expire the end of 2015, for healthcare providers who prove “meaningful use” of certified electronic health records (EHR), as defined by HealthIT.gov, and consists of using digital medical and health records to achieve the following:
- Improve quality, safety, efficiency, and reduce health disparities
- Engage patients and family
- Improve care coordination, and population and public health
- Maintain privacy and security of patient health information
Penalties also exist for non-compliance. EP’s who haven’t implemented EMR/EHR systems and demonstrated their meaningful use by 2015 will experience a 1% reduction in Medicare reimbursements, with an escalating reduction up to 5% thereafter.
